 One reason why the civil service is so inefficient and not customer-centric is because officials occupy offices that they are not qualified for. This is especially true for high level officials such as permanent secretaries, directors etc. Most of these officers are political appointees. A political appointee does not have to be a card-carrying member of any political party; all they have to do is to consistently wear the colours of the ruling party. I don’t know if that practice continues even after the change of government from the Botswana Democratic Party (BDP) to the Umbrella for Democratic Change (UDC).  Under the BDP rule, even President Ian Khama kept a watch on peoples’ wardrobes! Still on the allegation of our former president (F-resident) Masisi having a foul/vulgar mouth, it’s worth bearing in my mind that the tribe of which he is a part, call themselves “The Akkadians of Ms. Naana” ( Bakgatla ba ga Manaana ). Their village in Botswana is Moshupa , as I have indicated in my post headed “Poor Mosau”. Many years back I postulated that the Ms. Naana is actually the Anunnaki goddess Inanna. Well, Sargon ( S’aRogana ) the Great was a faithful servant of Inanna, as we all know. Inanna’s exploits with the likes of Shulgi ( Shutji in Kalanga) is well known. No need to belabour the point. But that is what gives the village of Moshupa its name. The name is a Kalanga word, corrupted by Sumerian as are many words from that area of the Middle East. Moshupa is the one place name best left UNCHANGED back into its original Kalanga form. It means, simply, “Cuntie”! Dr Dimakatso Polokelo’s article in “The Patriot On Sunday” newspaper of 16 February, headlined “Blockchain: Botswana’s secret weapon against corruption” is very interesting and informative. While I confess my ignorance of the science of Block chain, I must point out to Dr Dimakatso that the real problem in fighting corruption is not so much the lack of tools as the lack of political will/courage to do so.  The corrupt are also the power custodians. In this regard we recall the case of one president of the Republic refusing to resign unless and until he was given four million bucks as an “incentive”. Desperate to see him off the power pedestal, a mining behemoth finally relented and proffered what was for all intents and purposes a bribe. This was grand corruption. Today the individual is held in such high esteem that there are public facilities named after him.  And so two heavy duty trucks collided head-on on the A3 motorway today, Surely neither the economy of Botswana nor that of Zambia can afford the losses that are bound to happen on this deadly motorway, especially during this rainy season. Some intervention needs to be done,  Thinking aloud, I wonder what would happen if heavy duty trucks were allowed in only one direction, say towards Francistown between the houtrs of midnight and midday, and then in the opposite direction for the other half of the day,  You see, I live along this road. It's an absolute nightmare to drive along it even during the day. Lives have been lost along this road. Thinning the traffic in the way suggested here may just be the solution needed. 

 Some people feel insulted when referred to as a tribe. Others don’t. I have chosen to write my blog in the English language, mainly because my education turned me from a Kalanga speaker to an English speaker, albeit a non-fluent one. However I have since discovered that the English language, just like the Latin before it, is a progression from the Kalanga language.  When the Human being (Homo Sapiens Tsha -piens) was developed from Homo Erectus by the Anunnaki, the working language was Kalanga. Erectus basically had no language, save for grunts and growls, of the sort monkeys and baboons still use today. Sapiens was developed mainly for work, i.e. digging (“ ku tsha ” in Kalanga). Man was assigned to work-groups WHEN HIS LANGUAGE SKILLS WERE ALMOST NON-EXISTENT. It is these work-groups that I refer to as “tribes” in English, clearly aware that the English language did not exist at the time. Therefore my use of the word “Tribe” bears no negative connotations.  Poor Mosau Some things don’t make sense. If you take a fish out of water, and it starts gulping for air, how can you be surprised by that? Former President (F-resident) Masisi is taking a lot of flak from his party, the Botswana Democratic Party (BDP) for allegedly having a foul mouth: Ba kile bare perepepere; bare nyatsi e monate go gaisa mosadi . Surely the flak is not justified; it doesn’t make sense, does it? We all know that F-resident Masisi is an Akkadian, a veritable descendent of Sargon ( Se a rogana ) the Great. If you take him out of the water ( Moshupa ) and into the formalism of the presidency, and then he starts gulping for air, why would you be surprised? Just throw him back into the water and stop bothering him again.

Wise advice: Ignore this new political configuration at your peril!  Many people have pointed out that our country, Botswana is trying to run itself as both a republic and a multi-monarchy. Some people I have spoken with, and with whom I strongly concur, have taken the decision to chart our country a more practicable path than the bipolar configuration favoured and actively being pursued by the “major” tribal chiefs in our republic. The envisaged path is for the country to become unapologetically and wholly, a republic. The name of the republic will have to change from the current tribal name of “Botswana”.  The political vehicle planned to bring about these changes is a new political party named “Detribalize Our Country/Continent (D.O.C)”. In our country tribes will continue to exist as the Anunnaki made them.
